We the clans of Tsumiyoku, here by ratifying this constitution, form the Althing representing the Tsumiyoku nation, clans and people.
By ratifying this constitution all clans agree to follow the decision made by the althing, its laws and will, furthermore, they give up the right to engage in diplomacy with foreign entities, and to have an army.
For a clan to be able to ratify this constitution, after its first ratification, it must be approved by a ⅔ majority of the existing althing.
The althing is to be made up of one representative from each clan that has ratified this constitution, it is to act as the final arbitrator for disputes between clans, as the legislative body for the tsumiyokian people and as the nation’s highest court of justice.
It is to assemble for regular sessions every 7 days, and for extraordinary sessions at the request of at least 5% of all clans.
For the althing to be considered in session, at least ⅔ of all clans must have their representatives present.
Sessions of the althing are to be presided over by a clan elected by the althing to act as the president of the althing.
In the absence of the president the althing is to be presided over by the most senior clan, the clan that has been a member of the althing for the longest.
Once a clan is elected as the president of the althing, it will remain president for as long as the althing does not remove them from the position, by passing a vote of no confidence, which must command a majority of at least ¾ of all clans, representing ⅘ of the tsumiyokian population.
The clans that are members of the althing may make laws and decisions for their population, that only apply in their territory as long as they do not conflict with the law and decisions made by the althing or its president, or do not harm national unity, integrity or peace.
Any clan that joins the althing is to have their territory recognized by the althing and so as an integral part of the tsumiyokian nation.
Any decision made by the althing is to take precedence over any law or decision made by any clan.
Any decision made by the althing must have the agreement of at least ½ of the clans that are present for the session, representing at least ⅓ of all clans.
The althing and its president are tasked with the duty to respect and protect the rights of the tsumiyokian clans and citizens as set forth in the declaration of rights of the tsumiyokian clans and citizens.
The president of the althing is also charged with the duty to make sure that the decisions of the althing are respected and executed.
The president of the althing is to act as the commander in chief of the tsumiyokian army and as the head of state, representing the country abroad on behalf of the althing.
The president of the althing may call for emergency sessions of the althing if they deem a matter to be of national importance or during emergencies.
In the case where the integrity of the tsumiyokian nation, its people, territory or peace is threatened, the president of the althing may declare a state of national emergency, giving the full power of the althing for the duration of the national emergency.
The constitutional court, which is to be made up of up to one judge nominated by the president of the althing to represent each of the judicial circuits of the nation, it is to act as the guarantor of the constitution, making sure that any action taken by the althing or any clan is in accordance with the constitution.
The judicial circuits are to be designated by the althing every 5 years, each circuit may not contain more than 12 000 people and no less than 8 000.
